How to Become a Registered or Licensed Facility

One of the responsibilities of the Texas Department of Family and Protective Services (DFPS), Child Care Licensing Division, is to assist providers in obtaining Licensure or Registration for area child care facilities.

Registered Child Care Homes:

Care is provided in the caregiver's home for up to six children under the age of 14; in addition, the caregiver may enroll up to six more school-age children. Ages of children determine the total number of children allowed in the home. The maximum number is 12, including caregiver's own children. Registered Child Care Homes must be registered with DFPS. To obtain registration, the caregiver must meet the following qualifications:

  • Must be at least 21 years old

  • Have a high school diploma or the equivalent

  • Have a current certificate of completion for CPR and First Aid with rescue breathing and choking

  • Submit to a criminal background check

  • Complete licensing orientation within one year prior to application date

  • Have their home inspected by DFPS

Licensed Child Care Homes (previously Group Homes):

Care is provided for seven to 12 children under the age of 14, for less than 24 hours per day. To obtain a license, the primary caregiver must meet the following qualifications:

  • Must be at least 21 years old

  • Have a high school diploma or the equivalent

  • Have current certification in CPR and first aid with rescue breathing and choking

  • Complete licensing orientation within one year prior to application date

  • Submit to a criminal background check

Licensed Child Care Centers:

Care is provided for 13 or more children under the age of 14, for less than 24 hrs. per day. To obtain a license, the center director must meet the following qualifications:

  • Must be at least 21 years old

  • Have a high school diploma or equivalent

  • Submit to a criminal background check

  • Have facility inspected by DFPS
